People use specialists for 4 things:
1. Increase kdr
2. speed boost
3. fireteam purposes
4. for fun.

Turrets, claymores, medkits all give specialists an advantage over normal players, doesn't matter if these advantages are passive[medkits, first aid kits, stamina kits] or active[turrets, M32, claymores].

Some people need these advantages to help increase their kdr while others just use it because the spec weapons look nicer than the regular weapons or for fireteam.

Those who buy it for speed boosts are usually people who have unlocked GP Viper. Delta CTF, Kilo CTF, Black Market CTF, SnD, snipers only etc.

And once their k/dr goes over 1.2, they'll be restricted from using specialists.

This idea is a bit unrealistic though :S

IMO, the REAL way to nerf specialists is give them a major armor disadvantage. i.e. All semi auto snipers can one hit kill them, All moderate 3 hit kills(Ak-47) bumped up to moderate 2 hit kill, strong 4 hit kill(Scar&Rec series) bumped up to strong 3 hit kill(2 hit kill to back and nuts), Strong 3 hit kills(Mk.48) bumped up to strong 2 hit kill, etc.

The reason I bought the specialist is because of the speedbost without reduction in armour. Specs tank, a lot.
A peeking spec is almost impossible to kill.

I think the only way to make specialists more balance is to increase their virtual hitbox.
Means, their hitbox is larger than their actual body size.

The combo of speed + No armour reduction + smaller hitbox already give them a much greater advantage over normal mercs/characters.

Toning down the 'values' or 'stats' on one of these three would make the specs less advantageous over normal characters but still worth buying.

A peaking spec IS impossible to to kill its proven that the top of vipers head, which is that crappy bun thing, is impossible to shoot seeing you can't really kill someone through their hair...

Or even for april fools nexon could make the females hitbox's fat :p
